You can attempt to repair thia file by starting Windows Setup

using the original Setup CD-ROM.

It means that a critical system file is missing, do you remember if you had any viruses? A virus or trojan could have caused this problem. The only way to fix it is reformatting with a windows XP disk, but if you don't have one then you can't. Good LucK.

You were probably in the middle of something and when that file was loading or running, the power went out and then it caused the file to be gone.

You can try booting in safe mode by pressing f8 on startup. Sorry bro, but thats all i can do.
